Biography

Kim holds a BS in Mechanical Engineering and a Master’s degree in Public Administration with a focus on collaborative governance. After her graduation from Saint Martin’s University in her home state of Washington, she spent nearly a decade as a consulting project engineer responsible for HVAC, plumbing and piping systems for large commercial and institutional projects. In 2005 Kim made the jump to public utility management serving as General Manager for public water and wastewater districts in Washington and California.

In 2015 Kim transitioned back to the private sector by joining DeepWater Desal, LLC as General Manager and Partner. At DeepWater she was responsible for all aspects of permitting a large drinking water desalination plant on California’s central coast. In 2018 she had the opportunity to join Liberty Utilities, a subsidiary of Algonquin Power and Utilities as Director of Utility Planning and Business Development. In this role she is focused on utility consolidations and acquisitions as well as unregulated water infrastructure opportunities.
